Dolores Jane Umbridge is first met in Book 5 - Order of the Phoenix - when Harry is at his hearing for illegally using magic. She is the "Senior Undersecretary to the Minister" - Cornelius Fudge. Harry thinks she looks like a large, pale toad with a ribbon on top of her curly hair.

Soon she is taking over the Defense of Dark Arts class, and filling the room with cute lace doileys and plates with kittens on them. She tells the class that they are only going to READ about defense all year, that it is far too dangerous for little kids to actually be TRYING these spells. Hermione and Harry disagree, and Harry is given several detentions for speaking up.

Harry's detention involves a quill pen that writes in his own blood, and scratches the words as he writes in the back of his own hand.

Soon Dolores has become the High Inquisitor and goes around firing teachers and shutting down Quidditch teams. Still, when Lord Voldemort IS shown to be a real threat by the end of the book, Fudge backs off on his 'cleaning out' of Hogwarts and things go back to normal.
