eBay announced a few days ago that there will be a Mutual Feedback Withdrawal Feature available to users coming soon.

Currently, once feedback is left, it is considered permanent. The only way to have it removed is to pay $150 to SquareTrade and try to have it removed.

Mutual Feedback Withdrawal will allow members to withdraw feedback when they have worked out a dispute that caused a negative feedback to be left.

eBay has said that more information will be released regarding this enhancement this month.
