There is a repeat and dangerous sex offender on the loose and he may be hiding out in Missouri. Herman Arthur Carroll has been on the run since the year 2000 and he has managed to elude the U.S. Marshall’s and other law enforcement officials searching for him. Now it is time to help authorities find him and hold him accountable for his horrendous crimes. In July of 2000, Herman Arthur Carroll Senior, was arrested and charged him with predatory criminal assault of a child. However, Carroll was able to post bail and failed to appear in court for his hearing.

Instead he ran away like a coward and has been on the run ever since. Herman Carroll is listed on the State of Illinois Moultrie County Sheriff’s Department websites top 10 most wanted fugitives list. According to the Moultrie County Sheriff’s Department authorities believe Carroll is in the Springfield Missouri area and maybe “hiding out in a homeless camp”. According to the Moultrie County Sheriff’s Department and America’s Most Wanted Herman Arthur Carroll has been running from authorities since he posted bail in July of 2000.

Carroll was arrested after sexually assaulting his own 12 year-old daughter. Authorities charged him with Predatory Criminal Assault of a Child, Criminal Sexual Assault, and Aggravated Criminal Sexual Abuse. In addition, he has since been charged with Failure to Appear. This was not Herman Arthur Carroll’s first arrest or conviction. He was arrested and convicted in 1983 and 1993 for sexually molesting two other children, both times serving time in prison.

His story was featured on America’s Most Wanted several times, the first time January 31, 2004, and then on AMW Radio on September 2004. The story ran again on AMW, September 12, 2009, and most recently on March 23, 2012. According to America’s Most Wanted, Carroll has been “married five times” and “has six children”. Authorities are hoping that the public will keep looking for Herman Arthur Carroll Senior, especially in the State of Missouri where various reports have placed him in the Springfield area.
