Here's a good guideline to follow for your Artist Biography or letter:

1st Paragraph:

Introductory positive sentence or two that clearly defines the band/artist name, genre of music, hometown, maybe a positive quote from a local newspaper or such.

 

2nd Paragraph:

Include further info here on the band, new CD releases, current gigs, activities, upcoming events, fanbase info, press quotes and so on.

 

3rd/4th Paragraph:

Introduce band members (if any) background, experience, aims etc. I would strongly suggest to send a great photo or two of the band or artist and include it here. Future aims, goals and plans for the band or artist should also be included here.

End with a quick roundup of the aim of the letter for example "I look forward to hearing your suggestions on the CD / I hope that we can gig in your venue as mentioned in August/see you at that *** gig in June" etc.

Last but certainly not least, I would strongly suggest that you "sit" on your letter if possible overnight at least, before you send it. Allow the idea time to mull around inside your head - you never know what idea you might come up with to include in the letter. Who knows, it could mean the difference between worldwide success and the letter ending up in the bin :). And whatever you do, don't forget to include that vital contact address/email - plaster it on every media you produce!
