Hair color:
To get this shade of blond, most women will need to lighten their hair. A bleach and toner or high-lift tint should do the trick. It is advisable that you go to a professional hair colorist for this procedure. Unless your hair is already light in color it will take a watchful eye to achieve an even, ultra-pale blond. Frequent retouches are necessary to maintain this shade. If your hair is as long as that of Pamela and Shakira, condition will be a concern. A retouch is applying hair color to the new growth (new hair that has not been previously color treated) The ends (previously color treated) should not be repeatedly exposed to the hair color preparation, as they will become dry and brittle from over-processing. Both hairstyles are cut into long layers, with shorter layers around the face starting at about chin level.

For either of these styles, you will need lots of thick hair or the appearance of it. I will speak to those who do not have thick hair naturally.
Start with using volumizing shampoo and conditioner.Find some suggestions here. If you have lightened your hair, you will also need to choose shampoo that is safe for color treated hair.
Next towel dry and apply a firm hold hair gel or mousse. Apply it first to the root area and then work out to the ends.
Blow your hair dry by turning your head upside-down until about the first six inches, from the root out, are dry. Then you can flip your head right side up and finish drying the ends. Setting your hair with large Velcro rollers will produce the fullness and large waves that Ms. Anderson wears. For Shakira’s waves, use benders to set your hair. Backcombing is required to maintain the fullness on the top and crown. Place the backcombing close to the root area and spray it with a firm hold hair spray, then arrange the rest of the hair lightly to conceal the backcombing.
