Hebian-To is an excellent place for mid level characters (5 - 20) to hang out - it's got incredible shops and great monsters to fight with. Just down the hill from town is a small building. It's got Fanen san the translator, a Scholar of empyrean culture that studies the 'Falatacot'. There's also a library bookseller. A bit further down is an Obsidian enchantress who wants obsidian.
