Once you get your house upgraded and the shop then upgrades, you are able to buy a slingshot. It's only 500 bells.

With the slingshot you can take action when you see balloons floating along overhead. First run along until you get underneath them - i.e. so they look relatively large in the upper screen. Then use A to fire!
