You get 6:30 to kill off 3 areas of them. First, there are 2 on an island in the middle of the park. Just snipe them. OK, next, there are 5 up in an apartment building. Find vantage points and snipe them, usually only 2-3 can get you from any given spot. Head across from the casino. You can snipe from the helicopter pad for any left.
