Now you're told it's multiple targets making a deal. There are two separate sets of guys on motorcycles. Go for them first because those are the ones who can try to make a real run for it. If one of those guys gets too far off you have to restart the mission.

Rocket launchers work well here. As long as only one motorcycle guy is left, you can chase him down and be fine.
