First, go along to the marked spot. There are 4 gang members there - three on foot and one in a car. The key is to toss a malotov cocktail at the car to blow it up, then shoot down the remaining guys. If you let that car escape it can be quite challenging, but if you take out the car it's really pretty straightforward.

The cops tend to show up afterwards, so get away from them and you are set! You call Manny and tell him the problem is set, and that you'd like to be paid.
