Once you drive to the stop, the Chinese shop owner laughs at you and says he doesn't need any protection.

Turn around so his shop is at your back, go across the street and a little ways on the right is an empty lot with bricks. Grab one and go back to his shop. You can now throw the brick through his window.

POOF - he pays you immediately.

Now you can call Vlad for work too.

Call Roman - he says he has fares. He tells you to go get the car from the depot.
