Grand Theft Auto Vice City Walkthrough :
Psycho Killer
This is pretty easy. You drive the limo to a signing event to draw a psycho killer out.
You can't pre-block the area. It's just down the street to the right. Take the limo there and then after the short video, chase the car. Just plow into it and then run him over.
Payoff: $4,000
Tip from Viki:
Before you get in the limo have a rocket launcher at hand. At the signing, right as you quickly pull up into the pink blip push the triangle (thus exiting the vehicle). When the psycho starts to drive away, just aim and shoot.
