If you don't kill cops/guards, you get one star. More if you do. You'll get dogged by 3 FBI cars anyway

Kill the mayor, grab the camera he drops and then bring it back to Sal at the safehouse. Don't worry about clearing the stars.

You get the Sweats outfit as a result
