This region often locks up on me, so avoid Mantok if you can at all and explore around. The wererats won't hurt you at this point. Gather up any treasure and such that you find.

In the north is the Collective, which wants the Silent King Dead. If you refuse, they fight you until you defeat them all. Then they give up and let you go. At this point the wererats are hostile, so just get back out of there.
