Car Mechanics are marked with the wrench symbol. These are primarily used for chop shop missions. If someone says they want car X with modification Y, you don't try to actually find that combination on the streets! You find the base car and then bring it in to the car mechanic to get that modification done. It's usually about $150 to get the modification done, and that is easily covered by the cash you get when you turn the car in.
