Your sis gives you a hug and is upset. You say it's going to be handled when it's time - but Cesar is upset. They say that Smoke is a pusher of drugs. You're pretty upset by this. You tell them you'll go check it out.
A call comes in - Catalina is upset and has places to rob. You tell her to hold on.
At this point there isn't really a mission to check out Smoke - the only thing you can do is go to the C spot and deal with her.
