Mount Chiliad
You can get to Mount Chiliad, in the southwest corner of the map, once you get to the badlands mission with the cops. At the very top of Mount Chiliad is a mountain bike, and if you have enough cycling skill, you can enter the race! Note there's also a parachute up here! :) Just hop on the mountain bike, do the insane jump off the top of the mountain, and then as you are falling, launch the parachute. You sail your way slowly down to earth again.
