Immediately hire 2 keepers and 2 maintenance workers and let them get started. Fix each pen with first the ground only and food and water. That is enough to get them started. Then while the keepers go around caring for the animals, manually pick up the weeds yourself. Then add in toys, shelters and trees.

Once those are set, you add in 3 donation boxes. Make a new cage for a gazelle - and you're set.
