UN Sec-Gen Ban Visits Sudan, Issues a Human Rights Warning

U.N. Secretary-General Ban Ki-moon laid down a stern warning to Sudan after arriving on Monday to try to affect a peaceful end to the Conflict in Darfur. Is all of this ceremonial falderal simply too litle, too late?
