Hit the Courier
Lance is there. Hmmmmm. I thought he was plotting to kill you. Ah well ... a courier is arriving at the docks in a helicopter. Note you can't get there *before* the helicopter or it'll run off. It's a female criminal ring! You do have to go to the docks just after the helicopter gets there, go in and kill off everyone there so they aren't chasing you later on.
If you manage to block the chase cars so it's you and the courier only that helps a lot.
Now chase the yellow dot to run her down. When you kill the courier, she drops the plates. Now you must grab them.
Payoff: $5,000
