OK, your first aim is to supply power to your airship. From the starting area, head the only way you really can, away from the book. Take your first right, and then a right again. You'll see a display of the power systems to your right. It's really pretty unhelpful :) At least it sort of indicates if you're making progress.

First you have to get the 'tines' on the water wheel to stick out. You do this in the next room by the porthole on the left. Yeah, that's pretty subtle. OK. Go forward and down into the hole. The lever lifts up the circle area right above you to mesh that in. Now go back by the power indicator, and go straight up. Use the wheel to open the water gate. Now the water is spinning, pushing the wheel and so on.

Go back down to the door you were just at, which now opens. Go through there to the electricity room. It's pretty simple to get the little pathways between each door pair to line up so the electricity can go through them. Once you do that, return back up to the main area.
