You have a mob guy tied to the front of the car. You have to do a scare-o-meter increase without actually killing him. You can't do head on collisions but you can do quick reversals to give him nerves. High speeds do the trick, too.

It warns you to keep off the freeway - the cops are sure to notice :)

Really, just go to the Luxor (i.e. the pyramid casino) and go back and forth on their lower level, on the wrong side of the road. It's easy, and the guy will soon confess. Then drive him back to the starting point.
