On the other side of the fence from the phone is a weapon and armor well suited towards the task at hand. Now you get a red dot for the target man.

Your order (given via text on the screen) is now to "stop the convoy". It's looks like just one limo. Blast away at it. Soon you discover there are escort vehicles too which take exception to your actions.

Note if you fail at this mission you don't get an easy restart option. You have to drive back over to the phone booth.
