You're told that a drug dealer is not bringing in enough money. It's your job to go get him to do his job. The guy is currently in St Mark's District.

Drive over there in the car of your choice. When you get there, you harass the dealer and tell him he's going to work. You don't have to touch him at all. Go back to your car. He just follows you in.

Once in the car, he claims he's sick - and then claims the Sadako are going to kill him for working that area. Ignore him, drive him to the spot and drop him off. He goes right to work.
