Hitman is assassination jobs. There are five locations for hitman calls to go into, each with its own list of clients. Once you get the hitman jobs going, you can click on them from your pause menu and once you choose someone their information and photo will show up on the top left of your main game screen to help you locate them. Note that on a couple of these there will be a "rival hitman" so you have to hurry to get in to do the kill before someone else scoops it.

Barrio Hitman
Alvan - this is tough. you have to go WEST across the little bridge from the arena to an actual drive-in and drink 2 40s in the little entry hut to bring him out.
Brad - Find any spraycan spot in the barrio and spray your own tag on top of it, then wait for target on map
Anoop - Just get a few stars for him to show up.
Frank - dial the phone number on your in-game phone to 555-455-8008 and he'll be the driver
Scott - dial the phone number on your in-game phone to 555-6328 and he'll be the delivery guy
James - go to "Technically Legal" in middle center of Misty Lane halfway between Foreign Power and On The Rag. You have to do some "Ho-ing" levels for him to show up. The casino is south of "Branded"

Hotels and Marina Hitman
Jeremiah - ride a motorcycle around Marina, he'll show up
Nate - Play casino games in the Poseidon Casino, he'll show up
Brian - Dial 911 on your in-game phone to get Brian to show up in an ambulance
Chris - go to Buy Jove's gift shop, he's in there. It's in the museum district.
Randy - buy a boat / wavecraft in the marina, he'll show up
Nick - Go to the Heron Hotel - just south of "drug trafficking" spot. Straight west from "Branded". He's pretty well defended.

Prison Hitman
Everett - kill a pimp in the red light district
Justin - Suburbs cemetery between 10pm and 4am
Chris - Ride motorcycle around Arena area
Tim - Call fire dept 555-FIRE and he'll show up
Mitri - drink beer near Factories District under the highway. We found him in an enclosed area left of highway on top "rectangle" between the water inlet and straight east-west road.
Frank - get enough stars so the FBI shows up.

Trailer Park Hitman
Shannon - punch anyone in the trailer park
Jim - call 555-OOPS on the nuke plant area, a hazmat van races up
Roje - buy music tracks at Scratch That in the suburbs. he'll be walking outside.
Mike - You need to get admitted as a patient downtown (i.e. killed in downtown area) to get to him
Clint - go to stadium in university and drink some 40s. Just stand by a few fans outside the arena.
Greg - Buy one of each item at Freckle Bitch's, he'll have bodyguards

Saints Row Hitman
Apoop - go to Barrio On Track in the evening
Larry - wear tank top and go to trailer park
Seabaugh - go to Marina's pirate ship restaurant. It's tucked beneath the Stillwater Boardwalk race track - just north of the Charred burger joint
Mr. Flegel - Get a tattoo and go to the red light tattoo parlor
Lt. Freeball - cause trouble anywhere
Russell - go to underground caverns. Go to Spelunkers shop and keep going down the stairs.
