When you take over as Steiner, follow the man down to his room and drink some coffee with him. He'll reveal that the cargo ship has arrived, and you'll go out to look at it. When you find the barrel, examine it for everyone to climb out of it.

Pretty soon the boss shows up - Creature #2. Steal the steepled hat from it before killing it, for a whole 5 ap. Say that you'll go back and rest, so you have time to play some more card games with the shopkeeper.
