You get sniper rifle ammo and body armor.

When you get near you're told to take out all your targets and their bodyguards. There are lots of red arrows "above you" on the map. Drive around the back of the building to the yellow stairs - there's a guy at the top of them. When you get to the top of those stairs you'll see a bunch of guys up on catwalks above you. You can snipe many of them right from that stairway top. Now move over to the tower complex and start going up.

You take out 2 or 3 more here from this first tower - go up to the cross-over catwalk, go across to the second tower, then go down the stairs on the left (behind the up stairs). He's down two flights. Done!
