For parents of a child with a disability in the State of California there is A Composite of Laws publication from the California Special Education Programs that you can obtain free of charge.
There is a form at the back of each publication for future use in acquiring the following year's publication. Those who are not parents of a child with a disability can purchase this yearly publication for $29.95 plus $5.95 for shipping and handling charges.
Parents are required to list the name of the school the child attends and sign the document. Here is an Order Form. The toll-free number for more information is 1-800-995-4099. Fax number to send the form is 1-916-323-0823. Their business hours are Monday through Friday, 8:00 am - 4:30 pm Pacific Time.
Special Education Laws and Regulations Database. Here is where you can search the laws and print out documents while waiting for your copy to arrive. It usually takes a few weeks to receive your copy. I would suggest ordering a copy now so you can utilize the summer months to read through the laws and prepare for the next school year and IEP meetings to come.
I plan on bringing my copy to the IEP meeting next week for my son Matthew. I have post it notes on several pages along with highlighted codes to discuss. It is worth ordering a new book for each new edition, which is done on an annual basis. You can donate previous editions to support groups or to the parent center at your local school.
