Method for round 3 tat 8 sets and make the last chain a split chain to climb into round 4 with split ring which is the small ring before the start of a new set.
Method for round 4, again, tat 8 sets adding one small ring and chain, and make the last chain a split chain to climb into round 4 with split ring which is the small ring before the start of a new set.

Each round adds a small ring and chain
Last round has 7 small rings and chains between the double ring set.
Partial additional rows are added as needed to attach the rose and leaves to the doily.

Enlargment of the leaf and rose section of the doily.
Both the leaves and the two tone roses are all tatted in blocks of 4 rings with 4 double stitches between picots or joins. (Note: In the original the number of ds in these rings varied; it was either 4 or 5 ds but the difference is nearly impossible to spot.)
