Have you ever wondered who the Department of Labor (DOL) uses in their count of unemployed people? You may be surprised that it is not solely based on unemployment insurance claims.
According DOL, they survey a sample of households monthly and included are:
People who are unemployed but are actively seeking work;
People who are temporarily laid off, even if they are not looking for work.
The exception, people who are unemployed but NOT looking for work are NOT included.
