Chapter 3, Will and Won’t, of Harry Potter and the Half-Blood Prince opens with Harry asleep at the window. He is awaiting Dumbledore’s arrival. Dumbledore is to take him to the Burrow.
The room is strewn with newspapers. One paper discusses the possibility of Harry Potter being “the Chosen One.” Another newspaper announces Scrimgeour succeeding Fudge as the Minister of Magic. And in the last newspaper, The Ministry of Magic issues security guidelines for protection from the Death Eaters.
Dumbledore arrives and silences the Dursleys. This remarkable event amuses Harry. Dumbledore announces Harry inherits Sirius Black’s estate. Uncle Vernon gets a greedy glint in his eyes.
Harry Potter is reluctant to take the property as it is having an enchantment on it. He does not want ownership, but if he does not take it Bellatrix Lestrange may get it. Yet, Harry does not want her to have it.
A house-elf, Kreacher, is zipped into the room by Dumbledore. He is repeatedly saying he belongs to Bellatrix and the Blacks. “Won’t, Won’t, Won’t!” he chants. Dumbledore tells Harry to give Kreacher a command. If Kreacher follows Harry’s command, Harry can safely take ownership of Sirius Black’s property.
Harry Potter issues a command. Kreacher, under great duress,follows Harry's command. Dumbledore declares it is safe for Harry to accept the property.
Dumbledore has a few words with the Dursleys. He asks them to allow Harry to return to the house before his seventeenth birthday so the protection from Lord Voldemort will last until he comes of age. With that he and Harry leave the Dursleys’ home.
